HR Tactical Innovations LLC operates HR Tactical Innovations and Detroit Less Lethal. References to “HR Tactical Innovations,” “HRTI,” “Detroit Less Lethal,” “DLL,” “we,” “us,” or “our” refer to HR Tactical Innovations LLC and its related storefronts, websites, sales channels, checkout, order fulfillment, customer support, and services, unless otherwise stated.
Detroit Less Lethal is a storefront, brand, or sales channel operated by HR Tactical Innovations LLC. Orders placed through Detroit Less Lethal are processed by HR Tactical Innovations LLC and are governed by these shared policies, including checkout, payment processing, fulfillment, cancellations, returns, refunds, warranty handling, customer support, and EU withdrawal processing where applicable.
This Shipping Policy explains how HR Tactical Innovations LLC, including its HR Tactical Innovations and Detroit Less Lethal storefronts, handles order processing, shipping options, delivery estimates, HRTI-backed shipping protection, carrier coverage, signature services, special order items, international shipments, import responsibility, delays, damaged shipments, and related shipping issues.
Shipping options, estimated delivery times, and final shipping charges are shown at checkout before payment. Shipping estimates begin after the order has been processed, packed, and handed off to the carrier.
Shipping and Delivery Options
HR Tactical Innovations LLC offers multiple shipping options for eligible orders placed through HR Tactical Innovations, Detroit Less Lethal, and related HRTI-operated sales channels based on package weight, order value, product type, destination, carrier availability, protection eligibility, and signature requirements.
Available shipping options may include Standard, Preferred, Expedited, Overnight, Protected, and Secure shipping services. Not every shipping option is available for every order or destination.
Protected and Secure shipping are HRTI service levels. They are not customer-purchased insurance policies. The name of a shipping option does not guarantee that a particular insurer, coverage provider, or carrier liability program will be used.
Domestic Shipping Rate Overview
Domestic shipping rates are calculated based on package weight, order value, product type, destination, protection level, and signature requirements. Final available rates are shown at checkout before payment.

How Protected and Secure Shipping Work
Protected Shipping is an HRTI-backed delivery protection service for qualifying in-transit loss or damage. Secure Shipping includes the same HRTI-backed protection plus carrier signature confirmation. Adult signature confirmation may be used when appropriate or required based on product type, destination, carrier rules, applicable requirements, or HRTI risk controls.
Amounts charged for Protected or Secure Shipping are shipping service charges, not insurance premiums paid by the customer. Customers do not receive a separate insurance policy. HRTI will normally administer any carrier, platform, third-party coverage, or retained-risk claim and will provide customer instructions when additional action is required.
Depending on the order value, product type, destination, carrier, and coverage eligibility, HRTI may use one or more of the following to manage delivery risk:
- Included carrier liability or platform-provided protection
- Separately purchased third-party shipping coverage
- Carrier declared-value liability
- HRTI’s internal delivery-loss reserve or other retained-risk arrangement
The checkout rate name does not determine which of these methods HRTI will use.
For domestic shipments with a merchandise subtotal below $500, HRTI may rely on included carrier or platform protection and may retain some or all of the delivery risk internally rather than purchasing separate third-party coverage. HRTI determines the protection method based on the shipment.
For domestic shipments with a merchandise subtotal of $500 or more, HRTI generally requires signature confirmation and uses an appropriate protection arrangement. Depending on eligibility, this may include third-party coverage, carrier declared value, included protection, another protection method, or HRTI-retained risk.
Order-value thresholds are generally based on the merchandise subtotal after discounts and before taxes and shipping charges.
Signature confirmation may be required on orders below $500 based on product type, item restrictions, destination, fraud review, payment risk, customer history, carrier requirements, or other operational or compliance concerns. HRTI may upgrade an order to a signature-required or higher-protection service and may limit the shipping methods available at checkout.
Shipping Protection Claim Eligibility
A qualifying shipping protection claim generally requires all of the following:
- The package was lost while in carrier possession or the merchandise was damaged during transit.
- The customer provided a complete and accurate delivery address.
- The customer reports the issue promptly and within any applicable carrier, protection provider, or HRTI claim deadline.
- The customer provides requested photographs, statements, identification, proof of non-receipt, or other documentation reasonably needed to investigate the claim.
- All original packaging, packing materials, labels, and damaged merchandise are retained until HRTI confirms they are no longer needed.
- The customer cooperates with any carrier trace, inspection, affidavit, police report request, or other reasonable investigation step.
Shipping protection does not generally cover:
- Incorrect, incomplete, outdated, or undeliverable addresses supplied by the customer
- Customer-requested reroutes, address changes, holds, delivery instructions, or delivery to a freight forwarder unless approved by HRTI
- Packages refused, abandoned, or left unclaimed by the customer
- Theft, loss, or misplacement after a valid delivery scan or required signature, unless HRTI approves the claim based on the available evidence or applicable law requires another result
- Customs rejection, seizure, detention, destruction, prohibited import, unpaid duties or taxes, or other import-compliance issues
- Delivery delays without physical loss or covered damage
- Cosmetic damage to outer packaging when the merchandise is not damaged
- Fraudulent, misleading, duplicate, or unsupported claims
Approved claims may be resolved through replacement, repair, store credit, refund, or another appropriate remedy selected by HRTI, subject to product availability and applicable law. HRTI may first pursue recovery from a carrier, platform protection program, coverage provider, supplier, or fulfillment partner.
Processing Time
Most in-stock orders are typically processed within 1-2 business days before being handed off to the carrier.
Processing time is separate from carrier transit time. Delivery estimates shown at checkout refer to estimated transit time after fulfillment, not the total time from order placement to delivery.
Orders may take longer to process due to order volume, product availability, supplier timing, custom work, special order items, preorder items, backordered items, address verification, payment review, fraud review, compliance review, import review, restricted-product review, or other operational requirements.
Orders placed on weekends, holidays, or after carrier cutoff times may begin processing on the next business day.
Special Order, Backordered, and Preorder Items
Some items sold by HR Tactical Innovations may be special order, backordered, preorder, distributor-sourced, third-party fulfilled, imported, made-to-order, modified, or otherwise not stocked on hand at the time of purchase.
These items may have longer fulfillment timelines than standard in-stock products. Estimated shipping dates are provided in good faith but may change due to supplier availability, manufacturer delays, production delays, import delays, customs delays, carrier delays, allocation changes, or other circumstances outside of our control.
Orders containing both in-stock and delayed items may ship together or separately at HR Tactical Innovations’ discretion. If items ship separately, tracking information may be provided for each shipment when available.
Estimated timelines for special order, backordered, preorder, distributor-sourced, third-party fulfilled, or imported items are not guaranteed delivery dates.
Cancellations
Cancellation approval is not guaranteed. Orders may not be cancelable once they have entered processing, fulfillment, supplier ordering, production, customization, packing, shipment, third-party fulfillment, or other committed stages.
Regular orders that are approved for cancellation before shipment may be subject to the cancellation terms listed in our Refund, Return & Warranty Policy and Purchase Options Cancellation Policy.
Preorders, special orders, backordered items, distributor-sourced items, custom products, made-to-order products, modified products, personalized products, and third-party fulfilled items may be subject to different cancellation terms, including cancellation fees or non-cancelable status once committed.

Returns
Shipping charges are generally non-refundable except where required by applicable law or where the issue is due to an approved warranty issue, defect, damage, fulfillment error, or other approved issue caused by HR Tactical Innovations LLC.
Customers are responsible for return shipping unless HR Tactical Innovations provides a prepaid return label for an approved warranty claim, defect, damage claim, fulfillment error, or other approved issue.
Returns must be approved in advance. Items sent back without prior approval may be refused or returned to the sender.

Delayed Orders
Delivery estimates are not guaranteed unless a carrier-specific guaranteed service is explicitly stated at checkout.
Carrier delays may occur due to weather, holidays, high shipping volume, customs processing, address issues, security screening, service disruptions, natural disasters, strikes, transportation delays, or other events outside of HR Tactical Innovations’ control.
After a package is handed to the carrier, the carrier controls transit operations, routing, scans, and delivery timing. HRTI will assist with reasonable tracking inquiries and will administer qualifying shipping protection or carrier claims under this policy, but HRTI cannot control carrier movement or scanning frequency.
If tracking shows a package is delayed, please allow the carrier a reasonable opportunity to update tracking before contacting us. Some carriers may miss scans while a package is still moving through the network.
A delayed package is not automatically considered lost. HRTI may require the carrier’s investigation period, missing-mail search, or claim window to begin or expire before approving a replacement, refund, or other remedy.
Lost or Missing Shipments
If tracking shows that a package was delivered but you cannot locate it, check the delivery area, mailbox, parcel locker, front desk, mailroom, household members, neighbors, security footage, and local carrier office before contacting HRTI.
Contact HRTI promptly if the package remains missing. HRTI may require the customer to complete a written non-receipt statement, cooperate with a carrier investigation, provide identification, or file a police report when theft or fraud is suspected.
For orders shipped using Protected or Secure Shipping, qualifying in-transit loss claims will be reviewed under the Shipping Protection Claim Eligibility section of this policy.
For orders shipped using a service without Protected or Secure Shipping, HRTI may still pursue any included carrier or platform protection and may choose to resolve a qualifying domestic loss through its retained-risk program. Any remedy beyond applicable law and available carrier or platform recovery is determined by HRTI based on the circumstances of the shipment.
A delivery scan, signature record, geolocation record, delivery photograph, access-point scan, or other carrier documentation may be considered evidence of delivery. A delivered scan does not prevent HRTI from reviewing credible evidence of carrier misdelivery, but theft or loss after confirmed delivery is not automatically covered.
Please contact HRTI before filing a chargeback or payment dispute so we have an opportunity to investigate and resolve the issue. A pending carrier trace or HRTI claim review does not limit any non-waivable rights available under applicable law.
Damaged Orders
If an order arrives damaged, contact HR Tactical Innovations as soon as possible and no later than 7 days after delivery.
Please include the order number, photos of the damaged item, photos of the inner and outer packaging, photos of the shipping label, and a description of the issue.
Customers must keep all original packaging, packing materials, labels, and damaged items until the claim is resolved. Carriers, coverage providers, suppliers, or fulfillment partners may require inspection or additional documentation.
Do not discard packaging or damaged items until HR Tactical Innovations confirms that they are no longer needed.
For orders shipped using Protected or Secure Shipping, qualifying transit-damage claims will be reviewed under the Shipping Protection Claim Eligibility section of this policy. HRTI may also pursue included carrier protection, third-party coverage, supplier remedies, or its own retained-risk arrangement.
Approved damaged shipment claims may be resolved through replacement, repair, store credit, refund, or another appropriate resolution selected by HR Tactical Innovations, subject to product availability and applicable law.
Signature Confirmation
Secure Shipping includes carrier signature confirmation. Depending on the product, destination, order value, carrier, or applicable requirements, HRTI may use direct signature, adult signature, or another signature-controlled delivery service.
Domestic orders with a merchandise subtotal of $500 or more generally require signature confirmation. HRTI may require signature confirmation at lower values for certain products, restricted items, high-risk destinations, fraud-review results, payment concerns, or prior delivery issues.
The customer is responsible for ensuring that an eligible recipient is available to accept the package. Carriers may make a limited number of delivery attempts or hold the package at an approved pickup location.
If a signature-required package is returned because the customer was unavailable, did not collect the package, refused delivery, or did not follow carrier pickup instructions, the customer may be responsible for return shipping, reshipping charges, and other non-recoverable costs except where prohibited by applicable law.
Signature confirmation is evidence of delivery but does not guarantee a particular outcome in a payment dispute, carrier claim, or fraud investigation.
Shipping Restrictions
Some products may be restricted from shipping to certain states, countries, regions, carriers, PO boxes, military addresses, freight forwarders, parcel lockers, or other destinations.
Some products, destinations, or shipment types may not be eligible for third-party shipping coverage, carrier declared value, or HRTI-backed protection. HRTI may change the carrier, require a different shipping service, request additional verification, hold the order, or cancel the order when protection or lawful delivery cannot be reasonably arranged.
HR Tactical Innovations reserves the right to cancel, hold, modify, or request verification for any order based on shipping restrictions, carrier restrictions, product restrictions, compliance concerns, payment risk, fraud risk, jurisdictional restrictions, import restrictions, protection eligibility, or regulatory concerns.
Customers are responsible for ensuring that any product ordered is legal to import, own, possess, install, transport, and use in their jurisdiction.
HR Tactical Innovations does not provide legal advice regarding country-specific, state-specific, or local shipping, import, ownership, or use requirements.
Third-Party Fulfillment
Some products may ship directly from a manufacturer, distributor, supplier, partner, or third-party fulfillment provider.
Third-party fulfilled items may have different processing times, shipment timing, carrier selection, tracking timing, packaging, protection options, signature services, and fulfillment procedures than items shipped directly by HR Tactical Innovations.
Tracking for third-party fulfilled items may be added after the fulfillment partner provides the shipment information to HR Tactical Innovations.
Third-party fulfillment delays, supplier delays, allocation delays, or manufacturer delays may affect order timing and are outside of HR Tactical Innovations’ direct control.
When Protected or Secure Shipping applies to a third-party fulfilled order, HRTI may coordinate the claim with the fulfillment partner, carrier, supplier, or coverage provider before approving a remedy.
Free Shipping
Free shipping may be offered for qualifying orders, promotions, products, customer groups, or sales channels.
Free shipping eligibility is calculated at checkout and may depend on order value, product type, destination, shipping method, sales channel, discount code, customer account status, excluded products, and other checkout conditions.
Free shipping may not apply to oversized items, heavy items, restricted products, special order items, third-party fulfilled items, expedited shipping, overnight shipping, Protected Shipping, Secure Shipping, international shipping, or other excluded services unless specifically stated.
If a customer selects a paid shipping method when a free shipping method is available, the paid shipping charge may not be refundable or retroactively adjustable except where required by applicable law or approved by HR Tactical Innovations.
Free shipping promotions may be changed, limited, or discontinued at any time.
International Orders, Shipping Protection, Import Compliance, and Returns
International shipments are evaluated separately from domestic shipments because carrier handoffs, customs processing, product restrictions, claim rules, and coverage availability vary by destination.
HRTI may require tracked, Protected, Secure, or signature-controlled service for international orders. When available and appropriate, HRTI may purchase third-party shipping coverage, add carrier declared value, use included carrier or platform protection, retain risk internally, or use another protection arrangement. International shipments may be subject to different protection and signature rules than domestic shipments.
International Protected or Secure Shipping is available only when HRTI can reasonably support the service for the product, destination, carrier, and shipment. Third-party coverage or carrier declared value may be unavailable for some product categories or destinations. Protected or Secure Shipping does not cover customs rejection, seizure, detention, destruction, prohibited import, unpaid duties or taxes, abandoned shipments, or other import-compliance failures.
International customers are responsible for confirming that all products ordered comply with their local laws, import rules, customs requirements, ownership restrictions, transportation requirements, and use regulations before placing an order.
International orders may be subject to customs review, import duties, taxes, VAT, tariffs, brokerage fees, carrier collection fees, customs clearance fees, or other charges assessed by the destination country, carrier, broker, or customs authority.
Unless otherwise stated at checkout, duties, taxes, tariffs, VAT, brokerage fees, customs fees, import fees, and other destination charges are the customer’s responsibility and are not collected by HR Tactical Innovations at the time of purchase.
HR Tactical Innovations is not responsible for customs delays, rejected entry, denied import, abandoned packages, customs seizure, destruction by customs, unpaid duties or taxes, incorrect import classification by local authorities, or other regulatory issues outside of our control, except where applicable law requires otherwise.
If a package is refused, unclaimed, rejected, returned due to unpaid duties or taxes, returned due to failed delivery attempts, returned due to import restrictions, or returned because the customer does not complete customs requirements, the shipment will be handled according to our Refund, Return & Warranty Policy.
Any return shipping charges, original shipping charges, duties, taxes, tariffs, brokerage fees, import fees, carrier fees, customs fees, and other non-recoverable costs may be deducted from any eligible refund except where prohibited by applicable law.
International returns must be approved in advance. HR Tactical Innovations does not provide international return labels unless required by applicable law or approved as part of a warranty issue, defect, damage claim, fulfillment error, or other approved issue.
International returns should be declared as returned goods, not merchandise, where applicable. If any duties, taxes, tariffs, brokerage fees, import fees, or other charges are assessed when the return arrives back to HR Tactical Innovations, those charges may be deducted from the refund except where prohibited by applicable law.
EU Customers and Right of Withdrawal
If your order ships to the European Union and you are purchasing as a consumer, you may have additional rights under EU consumer protection laws, including a 14-day right of withdrawal for eligible online purchases.

Address Accuracy
Customers are responsible for entering a complete and accurate shipping address at checkout.
HR Tactical Innovations is not responsible for delays, failed delivery, misdelivery, returned shipments, additional shipping charges, or lost packages caused by incorrect, incomplete, outdated, or undeliverable addresses provided by the customer, except where applicable law requires otherwise.
Customer-requested address changes, carrier reroutes, delivery holds, pickup-location changes, freight-forwarder delivery, or special delivery instructions may limit or void shipping protection when they interfere with tracking, signature, carrier liability, or claim eligibility.
If an order is returned due to an incorrect, incomplete, or undeliverable address, the customer may be responsible for additional shipping charges to resend the order where eligible.
Order Tracking
When tracking information is available, it will be sent to the email address or contact method provided at checkout.
Tracking updates may take time to appear after a label is created. A shipping label being created does not always mean the carrier has received or scanned the package yet.
For Shop App orders, tracking updates may also appear in the Shop App when available.
